The Solution Oriented Policing Group at De Montfort University is an international research, consultancy, and professional development network that aims to reshape how law enforcement agencies, communities, and governments collaborate in responding to crime and enhancing community safety. Housed within Leicester Castle Business School (LCBS), a globally Highly Commended business school, our work is underpinned by the premise that Policing is a collaborative endeavor grounded in principles of Sustainable Development. Our network is comprised of over 50 world leading scholars, senior law enforcement officials, and pracademics across five continents.  

We champion a framework called ‘Solution-Oriented Practice’ which draws on W. Edwards Deming’s quality management philosophy, where, rather than analysing problems after they have occurred, we begin with the stakeholders’ collaborative vision of safety and reverse-engineer the conditions needed to achieve it. We also advance The Organised Crime Business (OCB) paradigm, which relocates the study of criminal enterprise from criminology into business and management, applying supply chain analysis, competitive strategy, financial modelling, and organisational behaviour to expose the structural vulnerabilities of criminal business models and disrupt them.

Pracademic PhD supervision

Structured PhD supervision that treats doctoral research as a vehicle for institutional impact. Our doctoral candidates include senior officers and officials from the Home Office, Police Federation, and other police forces.

Sandpits and conferences

We convene international events that bring together scholars, senior practitioners, and policymakers to co-design research agendas linked to operational priorities.

Standards, regulation and policy review

Development and review of professional standards, regulatory frameworks, and national policy guidance. Our network includes the author of BSI PAS 5222:2024 (national safeguarding specification), contributors to Home Office SOC strategy documents, and advisors to HMICS and the College of Policing.

Community engagement and co-production

Design and facilitation of stakeholder co-creation processes and collaborative toolkits that position local communities as architects of their own safety futures.

    Dr Ahmad Al-Hiari (Co-Founder & Lead)

    Founder and Lead of the De Montfort University (DMU) Policy Unit. EMPAC Senior Research Fellow. Expert in Elite Interviewing, Anti-corruption Policy, Governance Reform, and Collaborative Leadership. Visiting Fellow at the Centre for the Study of Corruption, University of Sussex. His work focuses on public governance, policy transfer, policy failure and developing government capacity to respond to administrative challenges.

    Professor John Coxhead (Co-Founder)

    Visiting/Honorary Professor at 4 UK Universities. UN Geneva representative for International Police Executive Symposium (IPES), Queen's Award recipient for Police Innovation (twice), National Crime Agency (NCA) and INTERPOL researcher on Organised Crime Businesses (OCB).     Dr Monty Mountford OBE

    34-year military career (Regular and Reserve) in Intelligence Corps (retired as Lieutenant Colonel). Joint Services Staff College graduate (2003). OBE (2013). DMU PhD graduate (2025) specialising in understanding and tackling Serious and Organised Crime. Extensive military experience spanning front-line operations to strategic assessment and policy development, including multiple roles working in partnership with law enforcement. Over 10 year’s experience developing and delivering distance learning programs.

    Dr Ed Thompson

    Associate Professor and Lead author of ‘The Business Environment: A Global Perspective’ - best selling textbook on business context in UK. Expert on Police Austerity Governance & Crisis Management. Member of Chartered Association of Business Schools Apprenticeships Committee, reviewer for QAA, and external examiner and validation panel member for UK HEIs.

    Professor Rob Nixon CBE QPM DL

    Former Leicestershire Chief Constable (2022-2025), 32-year police career. NPCC Criminal Justice lead. Queen’s Police Medal 2020, Deputy Lieutenant. Created nationally-recognised Team Leicestershire Academy. Expert in police transformation and innovation. Led force through COVID-19 pandemic as strategic coordination lead, introduced cloud infrastructure and AI capabilities, established Prevention Directorate tackling root causes of crime.

    Professor Niven Rennie

    Former Chief Superintendent and Director of Scottish Violence Reduction Unit. Founder and Director of Social Impact Scotland, Honorary Professor at University of East London, and expert in public health approaches to violence reduction. Advises globally on violence reduction methodologies. Scotland reduced homicides by 39% through holistic partnership approaches under his leadership.

    Professor Garth den Heyer

    Professor at Arizona State University, Visiting Professor at DMU, and Senior Research Fellow at National Policing Institute (Washington DC). 38 years policing experience including Chief Inspector rank. Expert in police economics, counter-terrorism, organised crime, and police effectiveness measurement. Strong track record of successful US grants for research and consultancy.

    Professor Dave Walsh

    Professor in Criminal Investigation at DMU. Founding member of the International Investigative Interviewing Research Group. Leads a major international COST Action project spanning 300+ researchers across 56 countries focused on implementing the Mendez Principles. Recognised as a Global Professor in Criminology at Leuven, he has secured over £1.5 million in research funding from bodies including the ESRC, Home Office, and European COST programme.

    Professor Rob McCusker

    Head of School at Charles Sturt University (Australia), former Professor and Head of Policing Division at DMU. Retained expert for INTERPOL, Council of Europe, and US State Department. Expertise in transnational organised crime, money laundering, terrorism, and international criminal justice cooperation.

    Professor Terry O’Connell

    Global pioneer in restorative policing and justice from New South Wales, Australia. Holds multiple Honorary Doctorates and Professorships internationally. Adapted the New Zealand family group conferencing model for policing contexts. Former Director of Real Justice Australia (IIRP). Churchill Fellowship recipient. Widely known as the “cop from Wagga Wagga” who developed the IIRP Real Justice restorative conference model.

    Professor Tom Ellis

    Visiting Professor (Public Security) in Japan and China. Former Principal Lecturer at University of Portsmouth Institute of Criminal Justice Studies (now SCCJ). Expertise includes Japanese criminal justice systems, youth justice, prisons, race and diversity in policing. Former Home Office researcher.     Professor Paul Betts

    Three decades as a police officer, retired as Detective Chief Superintendent. Former National Prevent Coordinator at Counter Terrorism Policing Headquarters.     Dr Chris Allen

    Dr Howard Atkin
