Module description

This module will provide a general introduction to key areas of public administration, management and politics. It will include an overview of how different tiers of government in Britain function and how they carry out their responsibilities. It will also study fundamental concepts, theories and contemporary issues relevant to the field of public administration. Local cases will be used for demonstration in order to provide students with critical understanding of the field.

This module will: 1.Outline the key concepts and issues in the field of public administration, politics and management, linking these both to relevant theories and the government and politics of Hong Kong; 2. Consider the role of public policy and the policy process, the nature of services delivery and public sector management, and public interests and accountability; 3. Examine the nature of new public management and public sector reform, the linkage between bureaucracy and democracy, and the role of public administration in an era of democratization.
