Frances joined the Local Governance Unit in 2012 as a senior research associate. She has been working in local government for over ten years and is currently head of Equality and Scrutiny at the London Borough of Tower Hamlets where she has been for eight years. She has worked in a number of areas including community safety, social care and corporate strategy and has held joint posts in the NHS and Police. In 2013 she established and managed the Tower Hamlets Fairness Commission.
Working across the local government sector Frances has led a number of national projects including a local authority peer evaluation of the Preventing Violent Extremism programme with the Tavistock Institute and Local Government Association in 2010 and a Londonwide project on social care needs of older LGBT people in 2009.
She is currently running a national project examining the roles of local authorities, police forces and community activists in responding to conflict in local communities, drawing on case studies in Manchester, Blackburn and east London.
