This paper is drawn up to enable a sensible approach to be made to the employment of technical staff in extended roles.

1. Part-Time Lecturer

a) Technician undertaking regular part-time teaching outside normal working hours:

• The technician shall be employed on a part-time teaching contract for the requisite number of hours and shall be paid the full part-time teaching hourly rate.

• A technician shall have the right to refuse a part-time teaching contract.

b) Technician undertaking regular part-time teaching during normal working hours but in addition to the normal working week:

• The technician shall be employed on a part-time teaching contract for the requisite number of hours and shall be paid the full part-time teaching hourly rate.

• The hours worked on a part-time teaching contract shall be in addition to the normal working week of a technician and shall not exceed an average of 4 hours each week during the teaching year.

• A technician shall have the right to refuse a part-time teaching contract.

c) Technician undertaking some of the duties of a lecturer temporarily absent due to illness:

• The technician shall be employed to conduct the scheduled practical classes of the lecturer absent due to illness.

• The scheduled classes will be those that are normally held in the workshop/ laboratory/studio that comprise the normal area of responsibility of the technician.

• The number of hours that a technician will be required to undertake these temporary duties shall not exceed 10 hours per week.

• The requirement for the technician to undertake these temporary duties shall cease immediately upon the return of the lecturer to normal duties.

• The salary of the technician will be made up to that of a part-time lecturer for those hours spent undertaking the temporary duties.

• The hours spent undertaking the temporary duties will be part of the normal working week of the technician.

• The technician will be required to undertake these temporary duties only in the event of there being no member of suitably qualified lecturing staff available to carry out the duties of the lecturer absent due to illness.

N.B. (The terms under which a lecturer would be employed to undertake these extra duties will be a matter for consultation).

• If a technician is requested to undertake these extra duties s/he shall have the right to decline.

d) The technician undertaking part-time teaching during normal working hours as part of the normal working week:

• As in 1(a) and 1(b) the technician shall undertake part-time teaching duties.

• The technician shall be scheduled to undertake part-time teaching at specific times during the teaching year.

• The number of hours for which a technician may be employed as a part-time lecturer shall not exceed 150 hours during any one teaching year.

• The salary of the technician shall be made up to that of a part-time lecturer for those hours employed as a part-time lecturer.

• Under this principle, the technician will be employed as part-time lecturer in those workshops/laboratories/studios that comprise the normal area of expertise and responsibility of the technician.

• Should the requirement to employ a member of technical staff as a part-time lecturer under this principle cease, the technician shall revert to a full-time technical role at the appropriate level of remuneration for technical staff at that date.

• A technician shall have the right to decline part-time teaching employment.

2. Technical/Demonstrator

Certain Schools may wish to employ technical staff in the extended role of Technician/Demonstrator". In order to accommodate this, the following guidelines must be followed:

a) No School shall introduce the role of Technician/Demonstrator without prior consultation with the Human Resources Team and, through the offices of the Human Resources Team, the constituent trade union, UNISON.

b) The duties of a Technician/Demonstrator will vary from School to School. Job descriptions for the various types of post will be provided by the Human Resources Team following consultation with the Head of School, Head of Department and representative of UNISON.

c) The technician shall be required to undertake the duties of Technician/Demonstrator in the workshops/laboratories that comprise the normal area of responsibility of the technician.

d) The number of hours that an individual technician shall be required to undertake the role of Technician/Demonstrator shall not exceed 150 hours in any one teaching year.

e) The hours that an individual technician shall be required to undertake the role of Technician/Demonstrator will be part of the normal working week of the technician.

f) The level of remuneration shall be subject to consultation between the recognised representatives of UNISON, the Head of Cost Centre and the Human Resources Team; it shall be an hourly rate related to the APT&C salary scales, it shall be paid in addition to the normal salary of the technician, it will be subject to annual review each September.

g) As far as is practicable, a timetable shall be drawn up by the Head of Department setting out the programme of Technician/Demonstrator practical classwork in advance of the commencement of the teaching year.

h) An individual technician shall have the right not to undertake the role of Technician/Demonstrator if offered such a position.

3. Technical Instructor

Certain Schools may wish to employ technical staff in the extended role of Technical Instructor.

The guidelines to be followed are as for Technician/Demonstrators with the exception of those governing remuneration.

a) The level of remuneration shall be subject to consultation between the representatives of UNISON, the Human Resources Team and the Head of Cost Centre; it shall take into account other factors such as the remuneration of an Instructor employed in a College of Further Education; it shall be subject to annual review each September; it shall be paid in addition to the normal salary of the technician.

b) A technician employed as a Technical Instructor shall be required to possess an appropriate qualification.

c) A technician shall have the right not to undertake the role of Technical Instructor if offered such a position.

4. Instructors

The following guidelines must be followed in the event of a member of Technical staff being offered secondment to undertake the duties of an Instructor on a part-time basis:

a) The hours of work as an Instructor will be those as for a Lecturer, i.e. average of 16 to 18 hours/week with a ceiling of 550 hours in the teaching year.

b) The duties of an Instructor will be instructing, practical guidance, assessing student's progress and standard of work, marking practical project work.

c) The technician will be employed as an Instructor in those workshops/laboratories that comprise the normal area of expertise and responsibility of the technician.

d) The remuneration shall be the hourly rate of an Instructor in a College of Further Education.

e) When not employed as an Instructor, the technician will carry out normal technical duties.

f) For those hours when not employed as an Instructor the technician shall be in receipt of salary commensurate with the grade of the relevant technician post and shall be paid at the appropriate point on that grade.

g) The terms and conditions of service for technical staff employed for part of their time as Instructors shall be those pertaining to APT&C staff.

h) A technician shall have the right not to undertake the role of Instructor if offered such a position.

i) Should the requirement to employ a member of technician staff as an instructor cease, the technician shall revert to a full-time technical role at the appropriate level of remuneration for technical staff at that date.

 

5. The workload of any member of technical staff employed in the same School as a Senior Technician employed in any of the foregoing extended role categories SHALL NOT BE INCREASED due to the Senior Technician being employed in the extended role.

6. Normal recruitment procedures shall be followed for the selection and recruitment of suitable staff to any permanent or full-time post of Lecturer or Instructor. Any member of technical staff successfully applying for such a post would not be considered as undertaking an "extended role" nor would such staff be deemed to be "on secondment".
