This procurement is to support research and development activities of the Pharmaceutical Technologies Research Group at De Montfort University, Leicester.

The Research Group has key research foci in the characterization of pharmaceutical materials and drug delivery systems, the biopharmaceutical evaluation of drug therapies and the industrial process control of pharmaceutical manufacturing processes.

The Group now requires the use of facilities to demonstrate technology for the use of the terahertz region of the electromagnetic spectrum in applications including but not restricted to the pharmaceutical, medical and healthcare sectors. The equipment may also be used for in-house, pharmaceutical research purposes.

This tender(s) is for the provision of a modular, turn-key terahertz instrumentation facility, capable of both spectroscopic measurements within a purged sample compartment or via ATR (attenuated total reflection), and flat-bed reflection imaging of materials using an XY sample stage. Full data acquisition, control and data analysis software and PC must also be provided to provide turn-key functionality. The contract(s) requires the successful applicant or applicants to supply and install fully operating terahertz instrumentation, and maintain and service the machinery for a period of 36 months from installation.

The University requires the equipment to be installed, commissioned and operational before Tuesday, 31 March 2009.

The award criteria for this procurement will be conformance to the specification: capability to supply, install and maintain the equipment and the estimated whole-life cost of the equipment.

The weighting for each criteria Range is:
Conformance to the specification  40%
Ease of transposition between modes of operation 10%
Delivery period 20%
After sales service and support 20%
Whole life cost of the equipment 10%
