Basic Procedures

DE MONTFORT UNIVERSITY
 

1   Purchases valued at more than £10,000, including VAT, require the support of at least three quotations.
 
2   Purchases valued at more than £50,000, including VAT, are subject to the formal tender procedure.
 
3  The EC Supplies  Services Directive applies to purhases valued at more than  £156,442 excluding VAT and Works valued at more than £3,927,260 excluding VAT, effective from 1 January 2010.

4  There are special University regulations covering building works.

Works valued up to £10,000 (ex VAT), 1 written quote
 
Works valued between £10,000 - £156,442 (ex VAT), 3 written quotes
 
Works valued £156,442 (ex VAT) and above 5 bids through sealed tender invitations procedure 
 
Works valued above £3,927,260 EC procurement rules apply

5 You are advised to ask for an official order or an emergency order number or procurement card details before supplying any goods or services to the University.

The basic procedures are intended to demonstrate public accountability; secure good value for money; comply with EU and English Law; give the Director of Finance adequate data about commitment and minimise purchasing administration.
