Health Education England, working across the East Midlands

As a general rule, you may be eligible for funding if you are working in the East Midlands and are a:

  • NHS employed non-medical, professional healthcare member of staff, or a
  • Non-medical professional healthcare member of staff from a voluntary or charitable organisations, a GP practice or selected other independent organisations

Your eligibility for a LBR funded contract place is also dependent upon two other factors:

  • Support from both an appropriate manager and your organisations lead LBR signatory
  • Prior to completing the online application form, you must gain approval and an expression of support for your intended studies from the appropriate manager within your directorate/clinical area/workplace. In some practice areas you may be expected to complete a ‘Trust Study Leave Application Form’.

Once you have submitted your application form, we will contact your organisations lead LBR signatory on your behalf to ask them for approval of the application. For your information, the list of approved signatories is contained in section 4 of the Eligibility document.

The level of funding available in the current contract year will depend upon the amount of LBR funded places that have already been allocated in the current contract year.

If your application is approved by your manager and by the lead LBR signatory, we will match your application against the funding that is available in the current contract year. If there is insufficient funding to support your application we will let you know. If this is the case you may have to look at alternative funding routes or resubmit your application in the next contract year (the contract year covers courses that run between 1 April and 31 March).

Self-funding

If you are unable to access a funded contract place there is still opportunity to study one of our LBR programmes or modules. You may still be able to gain support from your organisation Further information is provided in the online applications form and guidance information.

Eligibility criteria for accessing an East Midland Local Education Training Board funded contract place

The following guidance has been received by Health Education England. Education providers are bound by the terms of their contract to abide by these terms of eligibility.

Section 1 – General Terms

Learning Beyond Registration (LBR) funded provision is restricted to non-medical, professional healthcare staff currently employed to deliver NHS funded healthcare in the East Midlands

Professional groups that are eligible to access LBR provision includes allied health professionals, nurses, midwives and healthcare scientists. See Section 3 for a full list of professional groups covered

NHS employed non-medical, professional healthcare staff are eligible to access LBR funded education if they meet the eligibility requirements as detailed in Section 2

Non-medical professional healthcare staff from voluntary and charitable organisations, GP practices and other independent organisations are eligible to access LBR funded education if they meet eligibility requirements detailed in Section 2

Local workforce teams will have full discretion to prioritise access to LBR funded education in line with their local service needs and to restrict access to non-NHS employed staff if appropriate

No other staff group and no other employing organisation is eligible for funding under the LBR contract without express written approval by both their local workforce lead and education commissioning manager from Health Education East Midlands on an individual basis

Education providers must not allow students access to LBR provision, unless the application form has been signed by one of the above

Section 2 - Eligibility for Access to LBR Provision

Applicants will be eligible to apply for a East Midlands Local Education Training Board funded contract place if they are a member of either:

NHS employed non-medical, professional healthcare staff provided they meet the following conditions:

They are on NHS (pensionable) contracts (this could include practice staff with an NHS pension)

Their employing organisation supports the practice learning of pre-registration NMET students by providing placements

They have the support of their organisation and have discussed the study commitment/negotiated study time in line with local Trust policies and in light of the requirement for study time as identified within the course literature (whether in the HEI, work based or distance learning)

They have applied using the correct form, fully completing all elements of the form

They agree to complete the module of study including all associated practice and/or assessment elements

Their application is approved by, and their study recorded by, their Trust Learning Development Agreement Lead or organisations’ education lead (list of agreed signatories attached as appendix five)

The study supports the achievement of the organisation’s workforce plan

Or

Non-medical professional healthcare staff from voluntary and charitable organisations, GP practices and other independent organisations who can apply to their local workforce team for access to LBR funded education, if they meet the following requirements:

Their employing organisation provides NHS commissioned services

Their employing organisation supports significant practice learning of 
pre-registration NMET students

They have the support of their organisation and have discussed the study commitment/negotiated study time in line with local organisation policies and in light of the requirement for study time as identified within the course literature (whether in the HEI, work-based or distance learning)

They have applied using the correct form, fully completing all elements of the form

They agree to complete the module of study including all associated practice and/or assessment elements

Their application is approved by, and their study recorded by, their organisation’s Learning Development Agreement Lead or organisations’ education / development lead

Their application is approved by the local workforce team

The study supports the achievement of the organisations workforce plan and is in line with their county workforce plan.
